Abstract

An analysis of such element as the understanding of war in an environment of international relations can never be easy. Wars have always occupied an important place within international relations. Within the context of the development and globalization of civilization, its nature, methods, conditions, resources, participants, etc. has gradually changed. The article deals with new forms of wars which have been greatly influenced by the end of the Cold War and the terrorist attacks on the twins in New York on September 11, 2001. The wars are losing their interstate character and are influenced by the new elements and interests of individual actors who often follow up other than statesmanlike goals
