Abstract

The subject of this scientific paper is the analysis of Non-papers Republic Slovenia related to the situation and possible solutions regarding disputes in the Western Balkans region. Given that this proposal of the Non-paper refers to high officials of the region and is originally from one of the states of the European Union, the fact is that they have been considered and commented by the states in the region of the Western Balkans, along with the Kosovo* officials. Yet, appart from stirring an unusualy great deal of attention, it has offered some possible sollutions. It is useful, therefore, to set some light at the Non paper as a form of diplomatic communication, as well as at the document in question, and its aftermath. Hense, the paper provides a conceptual explanation of the term non-paper. Further, the paper analyzes the content, the form and makes a comparison of seven non-papers identified so far, assessing the effects that these informal documents have had on the Western Balkans, taking into consideration the statements of decision-makers about the ongoing regional and bilateral disputes. Also, the interest of various actors in the region about this issue was assessed and this assessment could contribute to better understanding of what would be an acceptable or unacceptable solution of the disputes. The conclusion is that the possibility of using Non-paper as informal way of communication and instrument for finding solutions for the Western Balkans region could encourage critical thinking, creativity and communication of all relevant actors about possible solutions in the future.
