Abstract

The modern world has been going through great and far-reaching changes after the Cold War and the fall of Berlin Wall in 1989. In the first place, uni-multi-polarity was established in internationalrelations, then since 2008, nonpolarity and finally from 2014,there is a new global–expanded bipolarity. Changes in international relations also inevitably affect the order of the European Union. The issue of borders, enlargement, citizenship and receiving countries to full membership in the EU with open issues, governmental and inter-ethnic disputes had an impact on its old order and will affect the new order.
