Abstract

Since AKP came to power in 2002, Turkey has had an assertive foreign policy, with an accent on strengthening influence in its near abroad, including the Balkans. This policy is based on Ahmet Davutoglu’s doctrine, which derives Turkey’s foreign policy priorities from geographic position and historical tradition of the country. Recently, this policy has been facing several serious challenges, given the impact of certain international and regional trends on it. This paper is focused on four such trends: the crisis of the European Union and its enlargement, the failure of Russian-American “reset” and subsequent deterioration in their relations, the destabilization of the Middle East region as a consequence of the “Arab spring”, and complications with the Kosovo frozen conflict and several other open Balkan issues Turkey is interested in. Our conclusions are: the EU crisis and slowing down of the process of its enlargement leave the space for an alternative, in the shape of the Western Balkans countries’ stronger economic ties with dynamic Turkey; the failure of Russian-American “reset” has a negative impact on Russian-Turkish relations as well, but can also complicate U.S.-Turkish relations; the “Arab spring” and Middle- Eastern turbulences caused by it jeopardized the basic Turkey’s foreign policy concept of “zero problems with neighbors”, which can lead to a redefinition of some of the fundamental foreign policy principles of the country; the Balkans still remain a part of Turkey’s sphere of interest, but its open issues are currently lower on her list of foreign policy priorities, due to the destabilization of the Middle East region and deterioration of Russian-American relations.
