Abstract
Text deals with creation, development, ambiguities, and possibilities for further activities of Frontex, its transformation into European Border and Coast Guard Agency, by the end of 2016. After introductory summary of institutional development and structure of Frontex, author puts attention on tricky issues as “right to prevent” of Frontex on EU borders, and discernment between competences and responsibilities of EU and single memberstates.Issue of competencies is particularly highlighted in the context of the human rights of migrants,refugees and asylum seekers.In conclusion authorstressesthe need to create precise competencies of Frontex and of single member agencies and offers a glimpse into possible development of EU competencies in this area.
